According to the War Powers Resolution signed in by Congress in 1973, Obama overstepped his powers by sending troops to Samalia and not notifying congress until 2 days later for a failed rescue mission with the French. This was not an emergency situation and there were no attacks on us where we HAD to be there. This was planned ahead of time without congress' knowledge.
