Upon signing the historic 1996 welfare-reform legislation, President Bill Clinton proudly proclaimed that "today, we are ending welfare as we know it." He added that he hoped "this day will be remembered not for what it ended, but for what it began." Unfortunately, under President Obama we are beating a path back to big government and away from the independence and mobility that welfare reform sought to foster.
